dc.description.abstractCivil society has had various definitions throughout the history, with reference to a wide range of social relations from family to state, including social networks, organizations and/ or groups. While this variety gives actors room for movement, it also makes it easier for members of society to come together for different purposes. On the other hand, it augments the ambiguity of the concept and intensifies debates about what civil society is and/ or should be. Regardless, there is a universal agreement for civil society to be a modern phenomenon. However, as they operated outside the realm of the state, some of the institutions that existed in the Ottoman Empire until the 19th century, could also be examined within the framework of civil society. To that end, it is significant to investigate whether guilds, foundations and religious communities, the three main elements of traditional Ottoman social structure, could be classified as civil society actors.
dc.description.abstractTarihsel süreçte, aileden devlete uzanan yelpazede, toplumdaki ilişki ağları, örgüt ve/ya gruplara referansla kullanılan ve bu nedenle, farklı tanımlamaları yapılan sivil toplumun, geçirdiği aşamalar da göz önüne alındığında, üzerinde tam bir uzlaşının sağlanamadığı söylenebilir. Bu durum, eyleyicilere geniş bir hareket alanı sağlarken, toplumsal unsurların farklı amaçlar etrafında bir araya gelişlerini kolaylaştırıcı bir etkide bulunmaktadır. Ancak, diğer taraftan da kavramın daha da müphem hale gelmesine ve sivil toplumun ne olduğu ve/ya olması gerektiği konusundaki tartışmaların daha da yoğunlaşmasına yol açmaktadır. Bu çerçevede, her ne kadar sivil toplumun modern bir olgu olduğu konusunda bir görüş birliği varsa da, yine de Osmanlı İmparatorluğu’nda, 19. yüzyıla kadar olan süreçte var olan ve devlet dışında faaliyet gösteren birtakım kurumlar da, inceleme konusu olabilmektedir. Bu amaçla, Osmanlı’da geleneksel toplum yapılanmasının üç ana unsuru olan lonca, vakıf ve dini cemaatlerin, sivil toplum aktörleri olarak nitelendirilip nitelendirilemeyeceği konusu önem taşımaktadır.
