POSTMODERN INTERFERENCES TO PUBLIC ADMINISTRATION

Abstract

The discipline of public administration, which has taken the most important criticism of the past to the present from the theoretical and practical management approaches inspired by postmodernism, has been greatly influenced by this process as the product of the modern era. These criticisms have often come to the point of threatening the foundations of the discipline from the existing theoretical premises to their practice. Vanguard qualified Minnowbrook Conference, The PAT-Net Symposium and the Blacksburg Manifesto, as well as pioneer names such as Fox & Miller and David Farmer, have stated that the modern parameters of public administration have not been able to respond to the multi-identity societies of the age. These texts and names pointed to the discourse theories and the contribution of the language in establishing social life for the referral and management of pluralism. Thus, the objective, deterministic and hierarchical public sphere understanding of modernism has been discredited and other modern conventions such as productivity, instrumental rationality and measurability have been critically reevaluated.

Günümüze kadarki en mühim eleştiriyi postmodernizm esinli teorik-pratik idare yaklaşımlarından alan kamu yönetimi disiplini, modern dönemin ürünü olarak bu süreçten fazlasıyla etkilenmiştir. Bu eleştiriler çoğunlukla disiplini var eden teorik öncüllerden pratiklerine varıncaya kadar temellerini tehdit edecek boyuta varmıştır. Keşif kolu mahiyetindeki Minnowbrook Konferansı, PAT-Net Sempozyumu ve Blacksburg Manifestosu metinleri ile Fox & Miller, David Farmer gibi öncü isimler, kamu yönetiminin modern parametrelerinin çağın çokkimlikli toplumlarına yanıt veremediğini dile getirmişlerdir. Bu metin ve isimler, mezkûr çoğulculuğun sevk ve idaresi için söylem kuramları ve dilin sosyal hayatı kurmadaki katkısına dikkat çekmişlerdir. Böylelikle modernizmin objektif, deterministik ve hiyerarşik kamu sahası anlayışı gözden düşmüş ve verimlilik, araçsal rasyonalite ve ölçülebilirlik gibi diğer modern konvansiyonlar da eleştirel bir yeniden değerlendirmeden geçirilmiştir.
