AR-GE Harcamalrının Makroekonomik etkileri: Seçilmiş Ülke Örnekleri

Abstract

Bu çalışmada Ar-Ge faaliyetlerinin, makroekonomik göstergelerden olan ekonomik büyüme, ihracat ve istihdama olan etkisi gelişmiş ve gelişmekte olan ülke ayrımı gözetilerek analiz edilmeye çalışılmıştır. Çalışmada öncelikle Ar-Ge’nin kavramsal ve teorik çerçevesi ele alındıktan sonra dünya genelinde Ar-Ge harcamalarının boyutları ile bazı ülkenin Ar-Ge aktiviteleri incelenmiştir. Çalışmanın uygulama kısmında ise 7 gelişmiş ve 3 gelişmekte olan ülkenin 1990-2014 yıllarını içeren Ar-Ge harcamaları ile makro ekonomik göstergelerine ait verilerinden hareketle panel veri analizi test sonuçlarına yer verilmiştir. Johansen-Fisher panel eşbütünleşme testi sonucunda Ar-Ge harcamaları ve Ar-Ge yoğunluğundaki değişimlerin ekonomik büyüme, ihracat ve istihdam ile aralarında uzun dönemde anlamlı bir ilişkinin varlığına ilişkin sonuçlara ulaşılmıştır. Panel EKK tahmin sonuçlarında ise Ar-Ge harcamalarının örneklemdeki tüm ülkeler ve bu ülkeler içinde bulunan gelişmekte olan ülkelerin ekonomik büyümelerini pozitif yönde etkilediği tespit edilmiştir. Ar-Ge harcamaları ve Ar-Ge yoğunluğunun gelişmiş ülkelerin ekonomik büyümesi üzerinde istatistiksel olarak anlamlı bir etkisi mevcut değildir. Ayrıca Ar-Ge harcamaları ve Ar-Ge yoğunluğunun analizde yer alan tüm ülkelerin ve bu ülke grubu içinde yer alan gelişmiş ülkelerin ihracatını pozitif yönde etkilediği fakat buna rağmen gelişmekte olan ülkelerin ihracatı üzerinde Ar-Ge faaliyetlerinin bir etkisi olmadığı sonucuna ulaşılmıştır. Son olarak istihdam için yapılan tahmin sonucunda Ar-Ge harcamaları ile istihdam arasında istatistiki olarak anlamlı bir ilişki tespit edilmemiş olup Ar-Ge yoğunluğunun örneklemdeki tüm ülkeler ve gelişmekte olan ülke grubu için istatistiki olarak anlamlı ve negatif yönlü etkisi olduğu tespit edilmiştir.

In this study, the effect of R&D activities on the macroeconomic indicators, namely the economic growth, export, and employment, was analyzed by taking into account the distinction between developed and developing countries. Following the conceptual and theoretical framework of R&D in the study, the size of R&D expenditures across the globe and R&D activities of some countries were investigated. And, in the application section of the study, test results of the panel data-analysis were presented using the 1990-2014 data about the R&D expenditures and macroeconomic indicators of 7 developed and 3 developing countries. As a result of the Johansen-Fisher panel cointegration test, a significant relationship was found between the changes both in the R&D expenditures and R&D intensity and economic growth, exports and employment on the long-run. And in the Panel OLS estimation results, it was found that R&D expenditures positively affect the economic growth of the developing countries. R&D expenditures and R&D intensities had no statistically significant effect on the economic growth of developed countries. In addition, R&D expenditures and R&D intensity were found to positively affect the exports of all the studied countries as well as the developing countries, however, it was concluded that R&D activities had no affect on the exports of the developing countries. Finally, as a result of the estimations performed for employment, no statistically significant relationship was found between R&D expenditure and employment, whereas R&D intensity was found to have a statistically significant and negative effect on all the countries in the study sample as well as the developing countries.
