The European Union’s Common Foreign Policy Creation Effort in the Case of the “Union for Mediterranean”

Abstract

The European Union, which has become a global civilian power by largely completing its economic union needs its members ability to act jointly in order to make its global qualification more effective. In order to provide this capability, it’s expected that a cooperation and common voice among the members with establishing several institutions and organizations. Establishment of Common Foreign and Security Policy and related Union for Mediterranean platform is emerges as a reaction to such needs. In this study, by giving information about Common Foreign and Security policy, it is aimed to be understood the platform of Union for Mediterranean in the basin of Mediterranean which is potentially both threat and opportunity. At the same time, it will be discussed that the effects of Arab Spring and the impacts on the Union for Mediterranes platform and common foreign and security policy.

Ekonomik birliğini büyük ölçüde tamamlayarak küresel bir sivil güç haline gelme yolunda ilerleyen Avrupa Birliği (AB), küresel niteliğini kazanmak ve daha etkin hale getirmek için, üyelerinin ortak hareket etme kabiliyetine ihtiyaç duymaktadır. Bu kabiliyetin sağlanması için çeşitli kurumlar ve örgütler oluşturularak üyeler arasında iş birliği ve ortak sesin sağlanması istenmektedir. Ortak Dış ve Güvenlik Politikası (ODGP) ve buna bağlı Akdeniz için Birlik (AiB) platformunun oluşturulması böyle bir ihtiyaca cevap veren oluşumlar olarak karşımıza çıkmaktadır. Bu çalışmada ODGP ile ilgili bilgiler verilerek bu bağlamda AB için potansiyel olarak hem tehdit hem de fırsat niteliği taşıyan Akdeniz havzasında oluşturulan AiB platformunun sebepleri ile anlaşılması hedeflenmektedir. Aynı zamanda Arap Baharının etkilerinden bahsedilerek AiB platformuna ve ODGP’na etkileri tartışılacaktır.
