Klâsik Türk edebiyatında devlet yöneticilerine nasihat literatürü ve "Siyâsetnâme" türüne eleştirel yaklaşım

Abstract

Bu çalışmanın konusu, Klâsik Türk edebiyatı sahasındaki devlet yöneticilerine nasihat literatürünün bugün daha ziyade “siyâsetnâme” adıyla anılan örnekleridir. Edebiyat ve siyasetin kesiştiği alanda yer alan bu eserler hakkındaki sorgusuz ön kabulleri problem edinen çalışmada “siyâset”, “siyâsetnâme” ve “nasîhatnâme” kavramları mezkûr yazın bağlamında yeni baştan düşünüldü. Bu düşünceler neticesinde sınırları belirginleştirilmeye çalışılan yöneticilere nasihat literatürünün, beslendiği kaynaklarla irtibatı da göz önünde bulundurularak, Osmanlı’nın kuruluşundan 17. yüzyıla kadarki seyri takip edilmeye çalışıldı. Çalışmanın ilk bölümünde siyâset kavramının anlam alanı ve Osmanlı yazınındaki kullanımları belirlenmeye çalışıldı. “Siyâsetnâme” kavramına ayrılan ikinci bölümde “siyâsetnâme”nin birbiriyle ilişkili üç farklı literetürü işaret ettiği ve İslâm/Osmanlı yazınında “devlet yöneticilerine nasihat için yazılmış eserler” şeklinde özetlenebilecek en yaygın tanımının, 20. yüzyılın ortalarında ortaya çıktığı belirlendi. Bu doğrultuda söz konusu tanıma dahil edilebilecek eserlerin “siyâsetnâme” olarak adlandırılması tartışmaya açıldı. “Nasîhat” ve “Nasîhatnâme” kavramlarına odaklanan üçüncü bölümde devlet yöneticilerine nasihat etmek maksadıyla yazılan eserlerin arka planı ortaya konulmaya çalışıldı. Akabinde nasîhatnâmelerin “siyâsetnâme” “vasiyetnâme” türleriyle; edeb/âdâb ve ahlâk literatürleriyle ilişkisi ortaya konulmaya çalışıldı. Dördüncü bölümde, devlet yöneticilerine nasihat literatürünü şekillendiren kaynakların tespiti yapılmaya çalışıldı. Beşinci bölümde ise, mezkûr literatürün başlangıçtan 17. yüzyıla kadarki örnekleri yazarları, muhatapları, şekil, içerik, telif-tercüme ve edebî yönleriyle tanıtılmış; mesnevi, kaside ve gazel gibi farklı nazım şekilleriyle kaleme alınmış metinlerin de bu bağlamda değerlendirilebileceği belirtilmiştir. Ayrıca, yöneticilere nasihat literatürünün 16. yüzyılın ortalarından itibaren görülmeye başlanan ve Osmanlı’ya has birtakım özelliklerle farklılaşan örnekleri bu literatürün ayrı bir kolu olarak değerlendirildi. Bugün “inhitât literatürü” veya “ıslahatnâme” olarak nitelenen bu eserlerin genelinin de nasihat temelinde kaleme alındığı ve bu doğrultuda “ıslahata yönelik nasihatnameler” olarak nitelenebileceği açıklanmaya çalışıldı.

The subject of this study is the corpus of advice literature addressed to rulers in the field of Classical Turkish literature works that are today more commonly referred to under the title siyâsetnâme. Situated at the intersection of literature and politics, this study problematizes the uncritical assumptions that surround such works and reconsiders the concepts of siyâset, siyâsetnâme, and nasîhatnâme within the context of this literary tradition. As a result of these reflections, the study seeks to delineate the boundaries of the advice literature addressed to rulers, while also tracing its development from the foundation of the Ottoman state up to the seventeenth century, taking into account its connection to the intellectual and literary sources from which it drew nourishment. In the first chapter, the semantic field of the concept siyâset and its usages within Ottoman literature are examined. The second chapter, devoted to the term siyâsetnâme, establishes that this concept refers to three interrelated literary traditions, and that its most widespread definition in Islamic/Ottoman letters as “works written to offer advice to rulers” emerged in the mid-twentieth century. In this regard, the classification of works that fit this definition under the label siyâsetnâme is critically discussed. The third chapter focuses on the concepts of nasîhat and nasîhatnâme, aiming to elucidate the intellectual background of works written with the purpose of offering counsel to rulers. Subsequently, the study examines the relationship between nasîhatnâmes and the genres of siyâsetnâme and vasiyetnâme, as well as their connections with the edeb/âdâb and ethical literatures. The fourth chapter seeks to identify the textual and intellectual sources that shaped the corpus of advice literature directed at rulers. In the fifth chapter, the study presents and analyzes examples of this literature from its beginnings up to the seventeenth century introducing their authors, intended recipients, formal and thematic characteristics, as well as their aspects of authorship, translation, and literary style. It also points out that poetic compositions in forms such as mesnevî, kasîde, and gazel can likewise be considered within this framework. Furthermore, works that began to appear from the mid-sixteenth century onward distinguished by features peculiar to the Ottoman context are evaluated as a distinct branch of this advice literature. In recent scholarship, these works are often referred to as inhitât literature or ıslâhatnâmes, most of which were composed on the basis of nasîhat; hence, they may more accurately be described as “advice texts oriented toward reform.”
