Avrupa Birliği içindeki derin entegrasyon kıstası çerçevesinde İslam ülkeleri arasındaki entegrasyon hareketleri

Abstract

Bu tez, Avrupa Birliği içindeki derin entegrasyon kıstası çerçevesinde İslam ülkeleri arasındaki entegrasyon hareketlerini incelemektedir. Tarihsel süreçte, İslam dünyası çeşitli dönemlerde siyasi, ekonomik ve kültürel entegrasyon çabaları göstermiş olsa da bu girişimler sürdürülebilir bir birlik oluşturamamıştır. Dört Halife Dönemi, Emevîler, Abbasîler ve Osmanlı İmparatorluğu gibi tarihsel süreçlerde farklı entegrasyon modelleri geliştirilmiş, ancak mezhepsel ayrışmalar, dış müdahaleler ve ulusal çıkar çatışmaları nedeniyle bu modeller kalıcı olamamıştır. Modern dönemde Arap Birliği, İslam İşbirliği Teşkilatı, D-8, Körfez İşbirliği Konseyi ve Ekonomik İşbirliği Teşkilatı gibi örgütler kurulmuş, ancak bu yapılar Avrupa Birliği'ndeki gibi derin ve kurumsallaşmış bir entegrasyon sağlayamamıştır. İslam dünyasında entegrasyonun önündeki temel engeller; siyasi farklılıklar, ekonomik dengesizlikler, mezhepsel ayrışmalar, dış müdahaleler ve kurumsal yetersizlikler olarak öne çıkmaktadır. Tez, Avrupa Birliği'nin entegrasyon modelini örnek alarak, İslam ülkeleri için uygulanabilir politikalar sunmayı amaçlamaktadır. Bu bağlamda, ortak ekonomik bölgelerin oluşturulması, mezhepsel ayrışmaların aşılması, hukuki reformların gerçekleştirilmesi ve askeri iş birliğinin artırılması gibi öneriler geliştirilmektedir. Sonuç olarak, İslam dünyasında entegrasyonun başarısı, ülkelerin ortak bir vizyon oluşturmasına ve ulusal çıkarları aşan kolektif politikalar üretmesine bağlıdır.

This thesis examines the integration movements among Islamic countries within the framework of the deep integration criterion within the European Union. Historically, the Islamic world has attempted to integrate politically, economically and culturally in various periods, but these attempts have failed to create a sustainable unity. Different integration models were developed in historical periods such as the Four Caliphs, the Umayyads, the Abbasids and the Ottoman Empire, but these models could not last due to sectarian divisions, foreign interventions and conflicts of national interests. In the modern period, organizations such as the Arab League, the Organization of Islamic Cooperation, the D-8, the Gulf Cooperation Council and the Economic Cooperation Organization have been established, but these structures have not achieved a deep and institutionalized integration like the European Union. The main obstacles to integration in the Islamic world are political differences, economic imbalances, sectarian divisions, external interventions and institutional inadequacies. This thesis aims to present applicable policies for Islamic countries by taking the European Union's integration model as an example. In this context, suggestions such as the creation of common economic zones, overcoming sectarian divisions, realizing legal reforms and increasing military cooperation are developed. In conclusion, the success of integration in the Islamic world depends on countries creating a common vision and collective policies that transcend national interests.
