Bütünleşik Afet Yönetimi Ekseninde 6 Şubat Depremleri: Hatay Örneği

Özet
Dünya genelinde 1990'lardan sonra afet yönetimi yaklaşımları, özellikle risk ve zarar azaltma ile hazırlık süreçlerine odaklanırken, 2000'lerden itibaren bütünleşik afet yönetimi sistemi çoğu gelişmiş ülkede benimsenmiştir. Bu model; kamu, sivil toplum kuruluşları (STK'lar), meslek odaları, özel sektör ve halkın afet öncesi, sırası ve sonrası süreçlerde iş birliği ve koordinasyonunu esas alır. Bütünleşik afet yönetiminin etkili olabilmesi için paydaşların görev, yetki ve sorumluluklarının net bir şekilde belirlenmesi ve finans, uzman personel ve teknik kapasite ile desteklenmesi esastır. Bu çalışma, 6 Şubat depremlerinden en çok etkilenen Hatay ilindeki kamu kurum ve kuruluşları, yerel yönetimler, STK'lar ve meslek odalarının bütünleşik afet yönetimi süreçlerindeki faaliyetlerini, yöneticiler ve afet profesyonelleri perspektifinden değerlendirmeyi amaçlamaktadır. Nitel araştırma yöntemlerinden fenomenolojik yaklaşım benimsenen çalışmada, toplam 89 katılımcı ile yapılandırılmış, yarı yapılandırılmış ve açık uçlu sorularla mülakatlar gerçekleştirilmiştir. Elde edilen veriler MAXQDA 2020 yazılımı kullanılarak içerik analizine tabi tutulmuş ve 47 kategori 7 ana tema altında toplanmıştır: görev, yetki ve sorumluluklar, risk ve zarar azaltma, hazırlık, müdahale, iyileştirme ve yeniden yapılandırma, tecrübe, model ve öneriler. Sonuç olarak, kamu kurum ve kuruluşlarının afetlere yönelik hizmetlerinin yeterli olmakla birlikte geliştirilmesi gereken yönleri olduğu, yerel yönetim faaliyetlerinin genellikle yetersiz kaldığı, STK'ların faaliyetlerinin genel olarak yeterli bulunduğu, meslek odalarının ise kısmen yeterli olduğu ancak mevzuat desteğine ihtiyaç duydukları tespit edilmiştir.
Globally, since the 1990s, disaster management approaches have increasingly focused on risk and damage reduction and preparedness. By the 2000s, the integrated disaster management system had been adopted by most developed countries. This model emphasizes collaboration and coordination among public institutions, non-governmental organizations (NGOs), professional chambers, private sector, and the public throughout pre-disaster, during-disaster, and post-disaster phases. For integrated disaster management to be effective, it's crucial to define the roles, authorities, and responsibilities of the stakeholders clearly and to support them with finance, expert personnel, and technical capacity. This study aims to evaluate the activities of public institutions, local governments, NGOs, and professional chambers in Hatay, the province most affected by the February 6th earthquakes, regarding their integrated disaster management processes. The evaluation is conducted from the perspective of administrators and disaster professionals. Employing a phenomenological approach within qualitative research methods, the study conducted structured, semi-structured, and open-ended interviews with a total of 89 participants. The data obtained were subjected to content analysis using MAXQDA 2020 software. Forty-seven categories were identified and grouped under seven main themes: duties, authorities, and responsibilities; risk and damage reduction, preparedness, response, recovery and reconstruction, experience, and models and suggestions. In conclusion, while the disaster-related services of public institutions are generally sufficient, there are areas needing improvement. Local government activities were largely found to be insufficient, requiring significant development. The activities of NGOs were generally discovered to be adequate, on the other hand professional chambers were found to be partially sufficient yet require legislative support.
