Yapay Zekâ ve Küresel Noopolitik Bir Düzenin İmkânı

Abstract

Çalışmamızda doğa biliminin, insanın artık bir jeolojik kuvvet (geoforce) olduğunu ve doğal dünyayı fiziksel olarak bozduğunu kabul eden kötümser Antroposen çağı yaklaşımı ile insan zekasının dünyayı evrimsel bir süreç içerisinde mükemmelleştirdiğini kabul eden iyimser Noosfer (zekâ-küre) katmanı yaklaşımlarından hareket edilerek bir Uluslararası İlişkiler (Uİ) ve dünya düzeni tasavvuru elde edilmiştir. Güçler dengesi üzerine kurulu olan mevcut Dünya Düzeni 1.0, ilkesel ve pratik sonuçları itibariyle artık sürdürülebilir değildir. Ortaya çıkan doğal-ekolojik ve sosyal eşitsizliklerin çözülebilmesi için Noosfer yaklaşımının en uç noktası olan Yapay Zekâ (YZ)'dan yardım alınması öngörülmüştür. Kuantum dolanıklık gereği, doğa bilimlerindeki gelişmelerin sosyal bilimlere, sosyal bilimlerdeki gelişmelerin de doğa bilimlerine yansıdığını, bu sebeple bir sosyal bilim olarak tasnif edilen Uİ'nin doğa bilimlerine kayıtsız kalamayacağını söylemek mümkündür. 1959 yılında ilk Uİ bilgisayar modellerinden itibaren Uİ metinlerinin YZ ile analizlerine kadar gelen süreçte oldukça başarılı çalışmalar ortaya konmuştur. Küreselleşmenin yeni bir evresi olan dijital küreselleşme sürecinde yaygın kullanışlı sosyo-teknik araçların ortaya çıkması, birey-devlet-sistem üçlü yapısının mahiyetini değiştirmektedir. Küresel şirketlerin sağladığı YZ destekli dijital yaşam dünyası (lebenswelt) bir "küresel-ben-idraki"nin ortaya çıkmasını sağlayarak küresel sorunlara ilişkin geniş halk kitlelerinin taleplerini politik gündeme taşımaya imkân hazırlamıştır. Bu bağlamda "aşağıdan küreselleşme", adil paylaşım ve temsiliyet talep eden yeni bir süreç olarak ortaya çıkmıştır. Büyük Veri ve YZ'li karar destek sistemleri, diplomasiden dış politikaya ve küresel yönetişime kadar birçok süreci dönüştürerek Nous temelli Küresel Noopolitik Düzenin temellerini oluşturma potansiyeline sahiptir. Bu bağlamda, Hint'ten Çin, İslam ve Batı'ya tüm insanlık birikimini Büyük Veri altyapısı olarak kullanacak olan NOOPOLITICUS-YZ-platformu bir bilge gelecek tahmin motoru görevi görecek ve bir aktör olarak küresel düzene destek verecektir. Tüm dünyadaki algoritmik yönetişim uygulamaları ve BM YZ çalışmaları bu potansiyelin varlığını göstermektedir.

In our study, an International Relations and world order imagination is obtained based on the natural science's pessimistic Anthropocene age approach, which accepts that humans are now a geological force and physically disrupts the natural world, and the optimistic Noosphere (Nous-sphere) layer approach, which accepts that human intelligence has perfected the world in an evolutionary process. The current World Order 1.0, which is based on the balance of powers, is no longer sustainable in principle and practical consequences. In order to solve the emerging natural-ecological and social inequalities, it is envisaged to get help from Artificial Intelligence (AI), which is the most extreme point of the Noosphere approach. It is possible to say that, due to quantum entanglement, developments in natural sciences are reflected in social sciences, and developments in social sciences are reflected in natural sciences, and therefore IR, which is classified as a social science, cannot remain indifferent to natural sciences. From the first IR computer models in 1959 to IR text analysis with AI, very successful studies have been carried out. The emergence of widely useful socio-technical tools in the process of digital globalization, which is a new phase of globalization, changes the nature of the individual-state-system triple structure. The AI-supported digital living world (lebenswelt) provided by global companies has enabled the emergence of a "global-self-perception" and made it possible to carry the demands of the masses regarding global problems to political agenda. In this context, "globalization from below" has emerged as a new process that demands fair sharing and representation. Big Data and decision support systems with AI, have the potential to form the foundations of a Nous-based Global Noopolitik Order by transforming many processes from diplomacy to foreign policy and global governance. In this context, the NOOPOLITICUS-AI-platform, which will use all human accumulation from India to China, Islam and the West as a Big Data infrastructure, will serve as a wise future prediction engine and support the global order as an actor. Algorithmic governance practices all over the world and UN-AI studies show the existence of this potential.
