Yerel Yönetimlerin Mültecilere Yönelik Yenilikçi Uygulamaları: Gaziantep Büyükşehir Belediyesi Örneği

Abstract

Suriye’de senelerdir devam etmekte olan savaş, yüz binlerce insanın ölümüne ve hafızalarımıza kazınan trajik sahnelerle birlikte milyonlarca insanın yerinden, yurdundan olup, güvenli bir yaşam arayışına yönelmesine neden olmuştur. Suriye savaşı, dünya tarihinde bu denli yıkıcı sonuçları olan pek az kırılma noktasından biridir. Mülteci krizi, Suriye iç savaşının en trajik sonucu olmakla birlikte kitlesel göçün ve mülteci krizinin doğrudan etkilediği ülkeler arasında başı çeken Türkiye’de bu kitlesel göç, pek çok problemi de beraberinde getirmiştir. Bu kriz, başta barınma, sağlık ve eğitim olmak üzere, Türkiye’nin pek çok alanda yeni politikalar ve stratejiler üretmesini zaruriyet haline getirmiştir. Bu çalışmada savaşın başladığı 2011 yılından bu yana, İstanbul, Hatay, Şanlıurfa, Kilis, Kahramanmaraş, Mardin, Adana gibi illerle birlikte en çok Suriyeli mülteciye ev sahipliği yapmakta olan Gaziantep Büyükşehir Belediyesi’nin, bu kitlesel akına nasıl reaksiyon gösterdiği, ne tür strateji ve politikalar ürettiği, Suriyelilere yönelik çalışmaları, faaliyetleri ve mülteciler ile etkileşimi üzerine bir değerlendirme yapmak amaçlanmıştır.

The war that has been going on for years in Syria has caused the deaths of hundreds of thousands of people as well as the tragic scenes engraved in our memories which millions of people have moved from their homes to the search for a safe life. The Syrian War is one of the few events in the world history with such devastating consequences. Through triggering a mass migrationof refugees, Syria’s civil war produced a large number of problems for refugee receiving countries, like Turkey and Jordan. This crisis has forced Turkey to produce new policies and strategies in particular in the fields of housing, health, education and security,. With the inclusion of refugees in the local population, the burden of municipalities, particularly those that contain mainly Syrian refugees, has doubled. This study explores how local governments which have a border line with Syria delas with the consequences of the migration flow into their cities and the innovative ways and practices about resolving local problems arising from the in flowof a large number of refugees. Gaziantep Metropolitan Municipality, located at the Syrian Border, is one of the local governments heavily facing these problems since the beginning of the war in 2011, along with some other municipalities at Istanbul, Hatay, Sanliurfa, Kilis, Kahramanmaras, Mardin, and Adana provinces. The study particularly focuses on the ways in which Gaziantep Metropolitan Municipality deals with the consequences of the Syrian refugees, how it reacts to this mass influx, and what kind of strategies and innovative practices it has produced.
