Re-Evaluation of Production Factors Through The Ottoman Economic System

Özet
The combination of factors accepted by the mainstream economic theory, consisting of labor, land, capital and entrepreneur, and their meaning, has arisen from the subjective conditions of modern period European society, that is, it does not exhibit a universal character. Therefore, in order to explain the Ottoman economic system, it is necessary to propose a new combination of factors suitable for it. Based on the division of Ottoman society into two classes as military and reaya, the state (organized labor) representing the military class and labor (living labor) representing the reaya class can be suggested as two production factors. In addition, means such as land, mines, animals, movable goods required for production can also be grouped under the heading of capital (accumulated labor). Thus, it was suggested that there were three factors of production in the Ottoman economic system, two of which (labor and state) were “actors of production” and one (capital) was “means of production”.
Ana akım iktisat teorisinin kabul ettiği ve emek, toprak, sermaye ve girişimciden oluşan faktör bileşimi ve bunların anlamı, modern dönem Avrupa toplumunun öznel koşullarından kaynaklanmıştır, yani evrensel bir nitelik sergilemez. Bu nedenle Osmanlı ekonomik sistemini açıklayabilmek için buna uygun yeni bir faktör bileşimi önermek zorunludur. Osmanlı toplumunun askerî ve reaya diye iki sınıfa ayrılmasından hareketle askerî sınıfı temsilen devlet (örgütlü emek), reaya sınıfını temsilen de emek (canlı emek), iki üretim faktörü olarak önerilebilir. Bununla birlikte üretim için gerekli olan toprak, maden, hayvan, menkul mal gibi araçlar da sermaye (birikmiş emek) başlığı altında toplanabilir. Bu makalede Osmanlı’da ikisi (emek ve devlet) “üretim aktörü”, biri (sermaye) “üretim aracı” olmak üzere üç üretim faktörü olduğu öne sürülmüştür.
