TÜRKİYE’DE SOSYAL POLİTİKALARIN SOSYAL HİZMET EĞİTİMİ ÜZERİNDEKİ BELİRLEYİCİLİĞİ

Abstract

Refah devletinin aracı olan sosyal politikanın en önemli araçlarından biri şüphesiz sosyal hizmettir. Sosyal politikaların sosyal hizmet üzerindeki belirleyiciliği, Türkiye’de sosyal hizmet eğitimi için de söz konusu olmuştur. Bu çalışmada Türkiye’de dönemsel olarak sosyal politikalar ile sosyal hizmet eğitimi arasındaki etkileşim incelenmektedir. Çalışmada tarihsel süreç takip edilmiş ve dokümantasyon metodu kullanılmıştır. Öncelikle konunun temel kavramları olan sosyal politika ve sosyal hizmet tanımlanmıştır. Sonra Türkiye’de sosyal hizmet eğitiminin geçirdiği süreçler incelenerek sosyal politikaların bu süreçler üzerindeki belirleyiciliği tartışılmıştır. Sosyal hizmet eğitiminin güncel sorunlarının da dile getirildiği çalışmada, modernleşme ve şehirleşme ile birlikte Türk toplumunun geçirdiği değişim ve dönüşümlerin sosyal politika ve dolayısıyla sosyal hizmet anlayışını da dönüştürdüğü tespit edilmiştir. Buna paralel olarak, üniversitelerde açılan yeni bölümlerle sosyal hizmet eğitimine ivme kazandırılmasının, sosyal ihtiyaçlara ve sorunlara güncel sosyal politikalarla uyumlu çözüm arayışlarının sonucu olduğu belirlenmiştir.

One of the most important tools of social policy, which is the instrument of welfare state, is undoubtedly social service. Social policy, just as it is effective on social services, it is also a determining factor in social work education in Turkey. In this study the interaction between social policy and social work education in Turkey were examined periodically. Historical process was traced and documentation method was used. First of all, the basic concepts of this topic, social policy and social work are defined. Subsequently, examined the process of social work education in Turkey and social policy decisiveness on this process were discussed. In the study, where the current problems of social service education are also mentioned, it has been determined that the changes and transformations of Turkish society along with modernization and urbanization not only transform social policy, but also transform the understanding of social work. In relation to this, it has been determined that the acceleration of social service education with the new departments opened in universities is the result of the search for solutions to social needs and problems in line with current social policies.
